Stanislas Guerini, ministre de la Transformation et de la Fonction publiques, monte sur la sc\u00e8ne de VivaTech pour pr\u00e9senter les nouveaux produits num\u00e9riques de l\u2019Etat. A travers les exemples de <a href=\"https:\/\/www.numerique.gouv.fr\/actualites\/franceconnect-plus-renforce-la-securite-de-mon-compte-formation\/\">FranceConnect+<\/a>, des \u201c<a href=\"https:\/\/beta.gouv.fr\/startups\/rdv-service-public.html\">RDV Service Public<\/a>\u201d ou de \u201c<a href=\"https:\/\/observatoire.numerique.gouv.fr\/\">Vos d\u00e9marches essentielles<\/a>\u201d, il expose une politique de transformation num\u00e9rique ambitieuse, r\u00e9affirm\u00e9e un mois plus t\u00f4t lors du 7e comit\u00e9 interminist\u00e9riel de la transformation publique.<\/p>\n<p>Pour Adobe, qui a toujours accompagn\u00e9 les administrations publiques dans leur transformation, c\u2019est l\u2019opportunit\u00e9 de rappeler un certain nombre de principes incontournables, propres \u00e0 mettre le num\u00e9rique au service du bien commun. Face \u00e0 la complexit\u00e9 du d\u00e9fi &#8211; 2 milliards d&rsquo;interactions avec le service public en ligne ont lieu chaque ann\u00e9e en France &#8211; Adobe identifie ainsi trois axes de travail incontournables : la confiance, la performance et la responsabilit\u00e9.<\/p>\n<h3><strong>La confiance, pierre angulaire de la transformation\u00a0<\/strong><\/h3>\n<p>D\u00e9crite comme le <em>\u201cfondement et ciment des soci\u00e9t\u00e9s, des \u00e9conomies et des d\u00e9mocraties\u201d<a href=\"#_ftn1\" name=\"_ftnref1\"><strong>[1]<\/strong><\/a><\/em>, la confiance est un ingr\u00e9dient incontournable dans l\u2019adoption des services publics num\u00e9riques. Elle s\u2019obtient principalement de deux mani\u00e8res : en renfor\u00e7ant la cybers\u00e9curit\u00e9 et en garantissant la souverainet\u00e9 des donn\u00e9es. Selon une r\u00e9cente \u00e9tude Adobe, 90%<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> des d\u00e9cideurs d\u00e9clarent ainsi mener des projets afin de prot\u00e9ger leurs syst\u00e8mes d\u2019information. Le cas de la signature \u00e9lectronique &#8211; devenue incontournable pendant la crise du COVID &#8211; est particuli\u00e8rement \u00e9clairant. Les d\u00e9marches de service publique demandent en effet un haut niveau de s\u00e9curit\u00e9, ce qui rend l\u2019\u00e9tape de signature particuli\u00e8rement fastidieuse. Dans ce contexte, Adobe int\u00e8gre au sein de son offre globale de gestion documentaire une technologie de signature \u00e9lectronique \u00e0 la fois s\u00e9curis\u00e9e et simplifi\u00e9e. R\u00e9alis\u00e9e via le cloud, l\u2019obtention des certificats de s\u00e9curit\u00e9 permet d&rsquo;effectuer les d\u00e9marches en situation de mobilit\u00e9 tout en acc\u00e9l\u00e9rant la proc\u00e9dure.<\/p>\n<p>Quant au sujet de la souverainet\u00e9, les d\u00e9cideurs interrog\u00e9s par Adobe pl\u00e9biscitent des solutions hybrides : la souverainet\u00e9 reste le crit\u00e8re principal pour les donn\u00e9es sensibles alors que la performance l\u2019emporte pour le reste des applications.<\/p>\n<h3><strong>La qualit\u00e9 de l\u2019exp\u00e9rience comme condition du succ\u00e8s<\/strong><\/h3>\n<p>Au-del\u00e0 de la s\u00e9curit\u00e9, la performance des outils mis en place reste un facteur d\u2019adh\u00e9sion majeur. Depuis 2019, la Direction interminist\u00e9rielle du num\u00e9rique (DINUM) publie au sein de son Observatoire des d\u00e9marches en ligne un <a href=\"https:\/\/observatoire.numerique.gouv.fr\/observatoire\">tableau de suivi<\/a> de la num\u00e9risation de 250 d\u00e9marches. Malgr\u00e9 d\u2019immenses progr\u00e8s et un bel effort de transparence, cet outil laisse appara\u00eetre d&rsquo;importantes disparit\u00e9s dans la satisfaction des usagers. Interrog\u00e9s par Adobe, les d\u00e9cideurs publics identifient trois principales pistes d\u2019optimisation. La premi\u00e8re consiste \u00e0 r\u00e9duire le nombre de solutions tout en privil\u00e9giant l&rsquo;interop\u00e9rabilit\u00e9 des syst\u00e8mes. C\u2019est pr\u00e9cis\u00e9ment l\u2019objectif d\u2019Adobe Experience Manager, qui permet de multiplier le d\u00e9ploiement de sites web, de formulaires ou d\u2019applications mobiles dans un temps record, autour d\u2019une plateforme centralis\u00e9e et dans une vraie coh\u00e9rence de design. Le second levier concerne l\u2019exp\u00e9rience utilisateur, qui doit aujourd\u2019hui tendre vers le niveau de qualit\u00e9 propos\u00e9 par les grands acteurs priv\u00e9s. L\u00e0 encore, Adobe d\u00e9ploie toute une gamme d\u2019outils propres \u00e0 faciliter le travail des agents publics. Int\u00e9gr\u00e9 \u00e0 Creative Cloud, Adobe Express permet ainsi de cr\u00e9er des contenus de qualit\u00e9 professionnelle en peu de temps gr\u00e2ce \u00e0 une interface simplifi\u00e9e, des dizaines de <em>templates<\/em> et l\u2019int\u00e9gration de l\u2019IA g\u00e9n\u00e9rative Adobe Firefly. Enfin, l\u2019adoption du cloud constitue la troisi\u00e8me pi\u00e8ce du triptyque. Vitesse de d\u00e9ploiement, maintien de la qualit\u00e9 de service et scalabilit\u00e9 sont autant d\u2019arguments en faveur d\u2019un h\u00e9bergement dans les nuages.<\/p>\n<h3><strong>Un num\u00e9rique responsable au service de l\u2019universalit\u00e9 du service public<\/strong><\/h3>\n<p>Troisi\u00e8me pilier d\u2019une transformation num\u00e9rique des services publics r\u00e9ussie, la capacit\u00e9 \u00e0 proposer des solutions \u00e9cologiquement et socialement durables est d\u00e9sormais indispensable. Alors que le num\u00e9rique repr\u00e9sente 2,5%<a href=\"#_ftn1\" name=\"_ftnref1\">[3]<\/a> des \u00e9missions nationales de gaz \u00e0 effet de serre, l\u2019id\u00e9al de sobri\u00e9t\u00e9 se traduit dans le prolongement de la dur\u00e9e de vie des appareils, l\u2019optimisation des infrastructures de serveurs et de stockage ou le choix de fournisseurs engag\u00e9s.<\/p>\n<p>Sur le volet social, l\u2019inclusivit\u00e9 est inscrite au c\u0153ur m\u00eame de l\u2019id\u00e9e de service public. Elle plaide pour un accompagnement humain des personnes les moins connect\u00e9es, ainsi que pour la mise en place d\u2019outils accessibles, en particulier aux personnes en situation de handicap. Cette dimension fait partie int\u00e9grante du mod\u00e8le d&rsquo;entreprise d\u2019Adobe, qui promeut en interne la diversit\u00e9 et l\u2019inclusion. Elle se r\u00e9percute sur les produits, \u00e0 l\u2019image des document PDF, pens\u00e9s pour \u00eatre lus par les personnes non voyantes, ou sans l\u2019aide d\u2019un clavier et d\u2019une souris.<\/p>\n<p>Confiance, exp\u00e9rience et responsabilit\u00e9 sont des valeurs importantes pour l\u2019ensemble des acteurs du service public. Elles trouvent dans l\u2019aspect num\u00e9rique des traductions concr\u00e8tes, qui laissent imaginer une transition des institutions \u00e0 la fois fluide, efficace et d\u00e9mocratique.
