Cette semaine, l\u2019UNESCO c\u00e9l\u00e8bre cet \u00e9v\u00e9nement \u00e0 son Si\u00e8ge avec une c\u00e9r\u00e9monie officielle suivie d\u2019un Forum mondial des \u00e9coles inclusives qui durera deux jours. Mais qu\u2019implique r\u00e9ellement une \u00e9ducation inclusive et de quoi parle exactement la D\u00e9claration de Salamanque ? La\u00a0D\u00e9claration et le cadre d\u2019action qui l\u2019accompagne refl\u00e8tent un consensus international sur les orientations \u00e0 adopter pour l\u2019\u00e9ducation des enfants qui ont des besoins sp\u00e9ciaux.\u00a0Elle est consid\u00e9r\u00e9e comme ayant donn\u00e9 un \u00e9lan majeur \u00e0 l\u2019\u00e9ducation inclusive partout dans le monde.\u00a0<\/p>\n\n\n\n<p>La D\u00e9claration de Salamanque met en avant le principe de l\u2019\u00e9ducation inclusive, qui promeut l\u2019\u00e9ducation \u00e0 l\u2019\u00e9cole de tous les enfants, quelles que soient leurs caract\u00e9ristiques particuli\u00e8res d\u2019ordre physique, intellectuel, social, affectif, linguistique ou autre. Elle appelle les gouvernements \u00e0 adopter des politiques inclusives et souligne l\u2019importance d\u2019adapter les techniques, les programmes et les environnements d\u2019enseignement afin de tenir compte des besoins de tous les \u00e9l\u00e8ves. Elle attire \u00e9galement l\u2019attention sur la n\u00e9cessit\u00e9 de fournir une formation et un soutien ad\u00e9quats aux enseignants afin de leur permettre de r\u00e9pondre efficacement aux diff\u00e9rents besoins des \u00e9l\u00e8ves et insiste sur l\u2019importance de la collaboration entre les gouvernements, les organisations non gouvernementales, les communaut\u00e9s et les familles pour promouvoir l\u2019\u00e9ducation inclusive.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Qu\u2019est-ce qui a \u00e9t\u00e9 fait en faveur de l\u2019\u00e9ducation inclusive depuis l\u2019adoption de la D\u00e9claration ?<\/h2>\n\n\n\n<p>Les efforts en faveur de l\u2019\u00e9ducation inclusive se sont poursuivis apr\u00e8s l\u2019adoption de la D\u00e9claration de Salamanque.\u00a0Les objectifs de d\u00e9veloppement durable adopt\u00e9s en\u00a02015, et plus particuli\u00e8rement l\u2019objectif\u00a04, reconnaissent l\u2019urgence de fournir \u00e0 tous les apprenants une \u00e9ducation de qualit\u00e9, \u00e9quitable et inclusive, de la petite enfance jusqu\u2019\u00e0 la fin de la p\u00e9riode de scolarit\u00e9 obligatoire, et de leur donner acc\u00e8s \u00e0 l\u2019enseignement et la formation techniques et professionnels, \u00e0 l\u2019enseignement sup\u00e9rieur et \u00e0 l\u2019apprentissage tout au long de la vie. L\u2019ODD\u00a04 appelle les gouvernements \u00e0 redoubler d\u2019efforts pour parvenir \u00e0 une r\u00e9elle inclusion dans l\u2019\u00e9ducation, en mettant en particulier l\u2019accent sur le r\u00f4le de la soci\u00e9t\u00e9 civile et sur la participation des groupes marginalis\u00e9s. L\u2019\u00e9ducation inclusive a aussi \u00e9t\u00e9 mise en avant en\u00a02022 lors du\u00a0<a href=\"https:\/\/www.unesco.org\/fr\/2022-transforming-education-summit\" target=\"_blank\" rel=\"noreferrer noopener\">Sommet sur la transformation de l\u2019\u00e9ducation<\/a>\u00a0des Nations Unies, qui a \u00e9t\u00e9 l\u2019occasion de rappeler le principe fondamental des objectifs de d\u00e9veloppement durable\u00a0: ne laisser personne de c\u00f4t\u00e9.\u00a0<\/p>\n\n\n\n<p>De nombreux pays ont adopt\u00e9 des lois et des politiques de promotion de l\u2019\u00e9ducation inclusive. Sur les 133&nbsp;engagements nationaux \u00e0 transformer l\u2019\u00e9ducation pris par les pays lors du Sommet sur la transformation de l\u2019\u00e9ducation, 87&nbsp;% reconnaissent l\u2019importance de cr\u00e9er des syst\u00e8mes \u00e9ducatifs plus inclusifs pour r\u00e9pondre aux besoins des apprenants et des communaut\u00e9s les plus vuln\u00e9rables.&nbsp;<\/p>\n\n\n\n<p>Cependant, malgr\u00e9 les progr\u00e8s r\u00e9alis\u00e9s depuis la D\u00e9claration de Salamanque, de fortes disparit\u00e9s subsistent.&nbsp;<a href=\"https:\/\/education-estimates.org\/out-of-school\/\" target=\"_blank\" rel=\"noreferrer noopener\">Le droit \u00e0 l\u2019\u00e9ducation de milliers d\u2019enfants et de jeunes n\u2019est toujours pas respect\u00e9<\/a>.&nbsp;Plus de 7&nbsp;millions d\u2019enfants r\u00e9fugi\u00e9s ne sont pas scolaris\u00e9s.&nbsp;En outre, la pauvret\u00e9, la localisation g\u00e9ographique, le genre, la langue, le handicap, l\u2019appartenance ethnique, le statut de r\u00e9fugi\u00e9 ou de personne d\u00e9plac\u00e9e continuent d\u2019influer sur les possibilit\u00e9s d\u2019\u00e9ducation et de les limiter.&nbsp;<\/p>\n\n\n\n<p>On observe toutefois une \u00e9volution progressive des attitudes envers l\u2019inclusion dans l\u2019\u00e9ducation. De plus en plus d\u2019acteurs, notamment des enseignants, des d\u00e9cideurs politiques, des parents et des communaut\u00e9s reconnaissent l\u2019importance de l\u2019\u00e9ducation inclusive pour promouvoir la diversit\u00e9, l\u2019\u00e9quit\u00e9 et la coh\u00e9sion sociale.&nbsp;<a href=\"https:\/\/www.education-inequalities.org\/indicators\/comp_prim_v2#maxYear=2021&amp;minYear=2016&amp;ageGroup=%22comp_prim_v2%22&amp;dimension=%7B%22id%22%3A%22disability%22%2C%22filters%22%3A%5B%5D%7D\" target=\"_blank\" rel=\"noreferrer noopener\">Les donn\u00e9es montrent<\/a>&nbsp;que les enfants qui ont au moins un trouble sensoriel ont moins de chances de terminer l\u2019\u00e9cole primaire que les enfants qui n\u2019ont pas de troubles sensoriels.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Observe-t-on des tendances positives en mati\u00e8re d\u2019inclusion dans l\u2019\u00e9ducation ?<\/h2>\n\n\n\n<p>Une attention croissante est accord\u00e9e au fait de proposer des formations et des possibilit\u00e9s de d\u00e9veloppement professionnel aux enseignants afin d\u2019encourager activement l\u2019adoption de pratiques inclusives en classe. Les enseignants apprennent ainsi des strat\u00e9gies d\u2019enseignement pour donner des instructions diff\u00e9renci\u00e9es, favoriser un environnement inclusif en classe et collaborer avec des \u00e9ducateurs et des auxiliaires sp\u00e9cialis\u00e9s. Cependant,\u00a0<a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000374447_fre\" target=\"_blank\" rel=\"noreferrer noopener\">pr\u00e8s de 40\u00a0% des pays ne forment toujours pas leurs enseignants \u00e0 l\u2019\u00e9ducation inclusive<\/a>.\u00a0<\/p>\n\n\n\n<p>Le d\u00e9veloppement et l\u2019int\u00e9gration des technologies d\u2019assistance ont ouvert aux \u00e9l\u00e8ves handicap\u00e9s de nouvelles possibilit\u00e9s pour acc\u00e9der \u00e0 du mat\u00e9riel p\u00e9dagogique et participer \u00e0 des activit\u00e9s \u00e9ducatives avec leurs camarades. N\u00e9anmoins,&nbsp;<a href=\"https:\/\/education-profiles.org\/fr\/themes\/~inclusion\" target=\"_blank\" rel=\"noreferrer noopener\">25&nbsp;% des pays ont des lois stipulant que les enfants handicap\u00e9s doivent \u00eatre instruits dans des \u00e9tablissements sp\u00e9cifiques, et cette proportion s\u2019\u00e9l\u00e8ve \u00e0 40&nbsp;% des pays en Asie, en Am\u00e9rique latine et dans les Cara\u00efbes<\/a>.<\/p>\n\n\n\n<p>L\u2019intersectionnalit\u00e9 des identit\u00e9s et des exp\u00e9riences des \u00e9l\u00e8ves est de plus en plus reconnue. Les efforts en mati\u00e8re d\u2019\u00e9ducation inclusive \u00e9voluent pour r\u00e9pondre aux besoins et faire face aux difficult\u00e9s sp\u00e9cifiques des \u00e9l\u00e8ves qui appartiennent \u00e0 plusieurs groupes marginalis\u00e9s, par exemple les \u00e9l\u00e8ves handicap\u00e9s qui font aussi partie d\u2019une minorit\u00e9 ethnique ou linguistique.&nbsp;<a href=\"https:\/\/www.education-inequalities.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Dans au moins 20&nbsp;pays, presque aucune jeune femme pauvre habitant en milieu rural n\u2019ach\u00e8ve le deuxi\u00e8me cycle du secondaire<\/a>.<\/p>\n\n\n\n<p>Dans l\u2019ensemble, la progression de l\u2019inclusion dans l\u2019\u00e9ducation depuis la D\u00e9claration de Salamanque et l\u2019adoption des objectifs de d\u00e9veloppement durable en&nbsp;2015 refl\u00e8te une volont\u00e9 croissante de cr\u00e9er des environnements d\u2019apprentissage \u00e9quitables, divers et inclusifs o\u00f9 chaque apprenant est pris en compte de mani\u00e8re \u00e9gale. Il reste n\u00e9anmoins des barri\u00e8res \u00e0 l\u2019inclusion, notamment les attitudes n\u00e9gatives, les environnements d\u2019apprentissages inaccessibles et peu s\u00fbrs, les programmes d\u2019enseignement rigides, la formation inad\u00e9quate des enseignants, le manque de connaissance de la langue d\u2019instruction, les obstacles socio-\u00e9conomiques \u00e0 l\u2019\u00e9ducation, le manque de volont\u00e9 politique et le manque de financements.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Comment l\u2019UNESCO encourage-t-elle l\u2019inclusion dans l\u2019\u00e9ducation ?<\/h2>\n\n\n\n<p>L\u2019UNESCO joue un r\u00f4le important dans la promotion de l\u2019\u00e9ducation inclusive dans le monde par l\u2019interm\u00e9diaire de diff\u00e9rents programmes, initiatives et efforts de sensibilisation. L\u2019Organisation encourage notamment les gouvernements \u00e0 adopter des cadres pour l\u2019\u00e9ducation inclusive, propose une assistance technique et aide les gouvernements, les acteurs de l\u2019\u00e9ducation et les \u00e9tablissements d\u2019enseignement \u00e0 renforcer leurs capacit\u00e9s pour pouvoir mettre en place des syst\u00e8mes \u00e9ducatifs inclusifs. Les bases de donn\u00e9es&nbsp;<a href=\"https:\/\/www.education-progress.org\/fr\/articles\/access\" target=\"_blank\" rel=\"noreferrer noopener\">SCOPE<\/a>&nbsp;et<a href=\"https:\/\/education-estimates.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;VIEW<\/a>&nbsp;du Rapport mondial de suivi sur l\u2019\u00e9ducation suivent des indicateurs li\u00e9s \u00e0 l\u2019acc\u00e8s, \u00e0 la participation, \u00e0 la qualit\u00e9 et \u00e0 l\u2019\u00e9quit\u00e9 dans l\u2019\u00e9ducation, notamment \u00e0 l\u2019inclusion des populations marginalis\u00e9es et vuln\u00e9rables.&nbsp;<\/p>\n\n\n\n<p>Il reste toutefois beaucoup \u00e0 faire.
